Can someone tell me if you can transfer ps4 account onto ps3 then mod it on gta anf get loads of money and high levels then go back to ps4 and have the mods?

I was under then impression that you could not transfer a GTA Online account backwards, only forwards? (PS3 to PS4/Xbox 360 to Xbox One)
