I'd say it's either defective ram or defective ram slot on the board
Try using every slot to see if one of them works. Or try borrowing a different stick of ram from a different computer and doing the same thing. And while doing all of this testing, keep the GPU out until you get it to boot up. Double check all of your cords to make sure they all clipped in. and definitely clean up the wiring in your computer. Having all the cords dangling in front of your motherboard won't help with airflow and it looks ugly

Happened to me a week ago
Check your power cable from power supply to the cou make sure it hasn't burnt out also smell check your graphics card make sure it's fine

It looks like you didn't take the black cover piece off where the GPU fits in. Take the black cover piece off then fit the GPU in further into the slot. The black piece is stopping the HDMI cable from going into the slot fully.

Also your Motherboard won't show anything with HDMI plugged in if your GPU is also plugged in. But it's more than likely that black cover piece let me know if it works

The black cover is gone, also I disconnected the the GPU, like took it out completely and tried I the motherboard and nothing

Remove the Graphics card, plug HDMI into Motherboard and check if that works, if so double check you've put the GPU into the PCI slot on the Mobo, make sure there's enough power going to the card also - From there, replug HDMI into the card, reboot the PC and like magic, it should work - PS Make sure you are running the correct source on your TV
