Even though there isn't many content compatible with 4K atm, there will be in the future. I see almost everyone having a 4K TV in the future. might as well get it now and enjoy it

He's on Xbox One, there is no such thing as "max settings" on consoles. 4k is also not new at all. 1440p and 4k are slowly becoming a standard with as good as hardware that is coming out and for price range. A 1070 is overkill on 1440p and can handle 4k games on a single card with almost all settings max on some games. Samsung has put out a 28 inch 4k monitor for about $360, which is a great deal for 4k monitors. Albeit, it is a TN panel, but considering you can be spending more than that, maybe double for a 1440p and some 1080p's that are 144Hz with G-Sync, ect, it's a great deal that shows resolutions higher than 1080p are slowly becoming the norm. The only thing that is "new" for 4k, is the fact that more developers are finally getting around to supporting and optimising games with 4k and even higher in mind. Let me show you an example,

So, a series that has started on the Gameboy Color and has stuck to console pretty much with consoles in mind decided to support PC back in 2010. 2 games later, their newest game is now for Xbox One, Playstation 4, PS Vita, Wii U and PC. They needed help with crowdfunding for whatever reason, which I guarantee a majority of those people were on consoles. Even the people on PC, I would argue less than 10% have a resolution higher than 1080p, yet they went ahead and were true MVP's and supported higher resolutions for the minority.

With that out of mind, he's looking for a 4k TV, not a monitor for his PC. Xbox One doesn't play 4k games nor does it have a "max settings" on it. It will upscale the resolution to 4k from 720p/900p/1080p; whatever the Xbox uses. There's a few movies and shows that support 4k already and even some cable companies that offer 4k packages. Amazon Instant Video, Ultraflix, YouTube, Netflix and I'm sure there's a few others I'm missing, have 4k support for videos on there.

Yes i would definatly recommend going with 4k. There is lots of content out there at 4k resolution and more being made everyday. You will most likely have to upgrade your video playing device and hdmi cords but you will be glad you did.

I recieved a 65inch Sony Bravia for Christmas this year and i am really loving it. My old tv was a 55inch 4k and its crazy how much of a difference the extra 10 inches makes.
