Are you talking about the background? If so, that's just a Gradient Fill with the Style being Radial.

That's the one! I use to photoshop everyday and know mainly everything about photoshop! But stopped using it and lost knowledge. Thanks for the help homie! Will rep twice!

Or you could also just hit the top of the canvas with a soft solid white brush and adjust the opacity to your liking.
