Does your $300 budget need to include a monitor, keyboard and mouse?

Firstly i see GTA5 and i see 300dollar then i see 100+fps. This will not be enough to build a pc that can run GTA5 at 1080p maintaining 100+fps. CSGO is much more easily achieved over GTA5... Can you please provide more information as we cant put together a build like the one u r describing.

Kind regards

EDIT: Nevertheless i have put together a build for you but it is a bit over your budget.

To cut down the cost you can change the HDD from a 72000rpm to 59000rpm [ Register or Signin to view external links. ] $25
But i wouldnt reccomend that but if you really cant pay the extra then youll have to.
