Really want to know if there is a simple filter or something I can throw on my pics to get the same effect.

YouTube will teach you everything you know.
If you don't wan't to watch a tutorial just mess around with the filters and lighting till you get a desired look.

It's the RGB glitch effect look it up. I'm guessing you saw this in like a Bones or xxxtent. video haha

I have 100 filters that make a photo look older but not like the example you posted. Is that even a effect? It looks like a real photo from the 80s taken off MTV with a cell phone. They are wearing Public Enemy shirts right?

Lol, no. That is Lil Yachty(18yrs) and A$AP Ferg. I found the filter though. They have bunch of different apps on the apple store. The best one that I have found so far is called, "RAD VHS"
