I have an acc with around 4k fifa points on FIFA 16 and I downloaded FIFA 17 and loaded up ultimate team but I never received the "one time transfer"?? what do I do??

can't transfer this year mate lmao. your best bet is spending the points in hopes of packing ronaldo or messi and then sell the account.

You can definitely transfer Fifa points from '16 to '17. I did it myself, you should just get prompted to do the 'One time' transfer the first time you load UT on Fifa 17.

You sure you're not on the wrong account or something? Obviously if the account has no Fifa points on '16 the transfer message wont pop up.

If it's definitely the right account and If it didn't pop up maybe contact EA, maybe they can help you out.

Contacted EA as you suggested and they said when the game launches on the 27th (tomorrow) that's when the prompt message will pop up up. As the one time transfer was for the first day of EA Access?
