"Bulking up on the 16 Brazilian Teams added for FIFA 16, EA have expanded that out to 23 fully licensed Brazilian teans for FIFA 17.

The 18 first division clubs licensed will be available in Career Mode and the 5 teams from the second tier will be available in the Rest of the World section. Here's the full list of clubs:

I'm almost certain I seen a selling point of pes earlier this week being full Brazilian league licences.. I guess fifa just topped them haha.
