I am looking to start a CS:GO comp. team for MM, Faceit, and Cevo. I am a very fun person and talkative. My rank is a silver 2 and sometimes goes up to 3 although I usually top frag. If you are interested add me and message me on steam [ Register or Signin to view external links. ] I am also very laid back and don't care about rank if you are skilled. The team would be either serious or just for fun depending on who responds. There will be a very easy tryout required (Just have to beat me in a 1v1).

In the nicest way possible, don't start a serious CEVO or Faceit team if you're a silver.
Sarting a matchmaking team is a great idea though, I'm sure you'll get loads of replies here. If you need people for it, try solo-queuing and adding some of the people you play with and like. After a few games you should have a full team.
