Assuming you don't need peripherals. You could remove the cooler if you wanna save some money. Do you live in Norway? If so you're not gonna wanna use US PCPP.

Again, same as I said last two times;

Stop using USD, it doesn't work that way when you don't live in the US. You won't be buying from the US, so getting a suggestion in USD is more hassle than help. I already gave you a build list for your budget a while back that is more than adequate. If your budget has dropped since that, I can change it a little, but only if you give me your actual budget and currency. Plus, for the GPU, I'd suggest waiting and getting the GTX 1070 or GTX 1080 instead, or maybe even one of the Polaris 10 cards.

NDA is lifted tomorrow so we'll start seeing benchmarks tomorrow probably. The GTX 1080 release on May 27th, and the GTX 1070 releases on June 10th. AIB partners might not release aftermarket coolers as soon as the cards release though, not sure how long it will take them to get aftermarket coolers out there so it might just be reference blower coolers for a couple of weeks.
