Is there any way to Restore a device and not make it go to iOS 9.3

As far as I know no, when you restore a device it automatically boots up the lasted Iso

I'm pretty sure there are ways to change the iOS on a decive but I think you need to use a computer

Have a look on YouTube there should be something on there

i mean there may be a way to downgrade an iOS from the newest, I've never heard of it but you could be right

I believe you can restore it and then downgrade it by downloading 9.2 going onto itunes and pressing shift + update button.
