I currently have windows defender as my anti-virus and after 4 minutes without using my computer I see the process rise up from 0% CPU usage to 10% CPU usage, is this normal because if I move my mouse after, I goes all the way down to 0% again.

Yes. 10% is nothing to worry about. The Anti-virus is probably just having a check to make sure all things are well whilst the PC is idle. I mean it would be inconvenient to rise to 100% whilst gaming wouldn't it?

Anti-viruses usually run as background processes. Even though they aren't in your face they are still working behind the scenes.
