You have to fully finish the download for the nuketown to show up.
You can't just install multiplayer, all of the three has to be installed.

There isn't always a playlist called Nuketown (Nuketown 24/7), most people play it on Bonus>Chaos Moshpit and just vote for Nuketown whenever it shows up.
