I'm looking to build a PC that can run games in 4k. My budget is $1,350 ( mostly for games but I will also use it for editing videos)

Do you need a 4K monitor or do you already have one? Do you need mouse & keyboard?
Will you be overclocking?

No I don't need to overclock but I would like to if I could afford it in the price range I don't need a monitor or keyboard and mouse

Well this is what I would consider getting [ Register or Signin to view external links. ]
The i5 will handle games and editing fine. The 980ti will handle games at 4K. SSD for OS and a couple of games etc. Can overclock the i5 if needed and you can add another 980ti in SLI in the future if needed.

I wouldn't go spending half the budget on the GPU in all honesty. Also, the Z170A PC Mate doesn't support SLI, so you wouldn't be able to add a 2nd 980Ti. It'd make more sense to just buy a decent 550W unit, or a motherboard with SLI support.
I'd go with something like this, personally;

The Nano is a good bit cheaper than the 980Ti, but doesn't perform much worse, plus with this, you have XFire support. A 1TB HDD is pretty minimal these days IMO. With the leftover cash, you could upgrade to a 6700(k), upgrade storage, spend more on a case, buy a bunch of pizza or spend it on your set-up elsewhere, like peripherals maybe.
