main game i play is csgo looking to build a better pc then the one i have now i get 60 fps atm

(i can go over price limit)

You can just about squeeze in Skylake in this budget, the motherboard may be slightly lower end but it is a worthy compromise imo;

Care to tell us what your current system is? If so use speccy & screenshot the results along with the make & model of your power supply and case.

You may be able to salvage parts from your old PC which can be used in the new one.
