They are legit users as TheTechGame states "Sticky" is more trusted than other users who are posting a modding service.
In my personal opinion if they did intend to scam then their profit would dramatically decrease because they are not making enough sales as the sticky they bought is worth more than their service and they sometimes have to pay for stealth server which costs money aswell but there are always free stealth servers they can use but still make the kv life get banned faster. The life of keyvaults which allow your console to get unbanned is the main problem because if kvs which is short for keyvaults were free then everybody wouldn't have a problem offering services for free.
Although, there isn't a certain guarantee you will get scammed because the sticky is being purchased which means they are buying trust in other words from TheTechGame.
Overall, you can go ahead and purchase their service because their sticky wouldn't exist if they have been scamming a few people because TheTechGame would be notified by the problem.
