This puts it right up to the budget, but will definitely be an improvement.

4460 is Haswell Refresh, 4440 is Haswell. 80 series chipset is built for Haswell CPU's, so you would need to buy another Haswell CPU to update the BIOS to enable you to use a Refresh CPU. There won't be a noticeable difference between the two

Meh, it's been long enough since Haswell Refresh was released now, so the vast majority of H81, B85, H87 and Z87 chipset motherboards have updated BIOS', capable of running Refresh CPU's. The only motherboards that won't be able to, is motherboards that are still sitting in storage and haven't been touched since before Haswell Refresh launched, back 18+ months ago. The 4460 will, without a doubt, be better, however, either chip will be fine. I'd just take whatever is cheapest and available(also how I like my women).

Also if you buy motherboards from CCL they will actually flash you the newest BIOS before shipping if you ask for it.
