Budget - 300-315 GBP
No Graphics card needed, I have a Sapphire Radeon HD 7970
No Keyboard/mouse/monitor needed
No OS needed

This is a better build for £314, which leaves you £1
I'm not sure why the user above recommended a FM2+ system, but you should definitely go with the brand new Skylake as this system is kinda future-proofing so if you wanted to upgrade, you can. If you wanted to in the future, you can whip out the i3 for an i5, or even i7.
Also when you get the chance it would be a good idea to get an SSD to store your Windows files on and maybe a few games. A 120GB would do and they're only around £40.

PSU isn't great, but it'll do. Skylake i3, nice cooler, add an SSD when you can. You can drop the cooler, use stock for now and spend the extra on an Asrock Z170 mobo, gives you the option to OC with an aftermarket cooler that can be added whenever.
