If i buy a XB1 OR PS4 will my Stats from Pc Bo3 Carry Over?

I first thought that you said PS3 not PC. Why I posted the tweet.

They never allowed PC to X1/PS4 in either Ghosts or AW. It was always 360/PS3 upwards.

With that said, the answer to your question is still no, you cannot carry over stats.
