On a pretty strict budget of $300-400.

What is your budget and currency? $300-400
Do you need a monitor? No.
Do you need a keyboard? No.
Do you need a mouse? No.
Do you need an operating system? No, I have Windows 10 and 8 on disc.

It'll be used for streaming via OBS. I use the Xbox app on windows 10 to stream to my PC and screen capture using OBS.

you wouldnt be able to do that i dont believe...it would be pretty potato if its able to be done though

I'm doing it pretty decent on an office computer. Pretty sure a budget PC will do more than fine, if you do not have any suggestions please do not comment.
