Friends budget is $500-$600, he is looking for monitor + pc resolution wise id say 1080p but i didn't ask him.
Whilst i come up with my own build for him(derived off of my pc) heres some more details on what he is looking for/what he is wanting to do with it.

Can be connected to 2 networks at once? wifi enabled alongside Ethernet i guess.

Game well on on a fair amount of games not included on this list.
Game wise: he said csgo(and equivalents), RuneScape, League of Legends, etc

main focus is editing gfx and what not.
Editing wise: Photoshop, After effects, Sony Vegas, Cinema 4D, 3D Studio, etc(i think you get the point)

tl-dr: editing and gfx heavy but can game fairly well on a $500-$600 budget

If he can get by with an entry level GPU and use an old monitor or something for now, this would be a good bet;

If he wants any better than an entry level GPU, he's going to have to go with an 860k, instead of an Intel CPU, which will mean a pretty big hit to editing/rendering performance.

From the games you listed, a 260x would be more than fine. A 260x will even be fine for playing AAA titles at 1080p, but don't expect anywhere near max settings with it obviously, it is an entry level card.
