I have an iPhone that is fully restored, I do not have a SIM card for it. Is there any way I can still use it as an iPod? Or impossible?

Yes, you can use anything that requires Wi-Fi.

You can still use Wi-fi but you're not gonna be able to use it as a phone unless you download some sort of texting/phone app.

Well when I sold my iPhone 5c, I restored it and couldn't finish setup without the SIM card in. So I had to put the SIM card in, finish initial setup, then take it out and sold it. Dunno if its like that every time though but it should work as an iPod without a SIM.

Once you put your SIM card in, were you able to login with your own iCloud?

Yep, though since I was selling it I skipped the iCloud and iTunes login stuff. BTW, for me, I couldn't get to iCloud/iTunes setup until I put in my SIM card. It just wouldn't let me.

Yeah it wont let me get anywhere unless I put in a SIM card, but the SIM card I have is a different service provider. Will it still work enough to bypass?

Yeah it should work if your phone isn't locked down by you cellular provider.
