Bare with me here, I haven't read this manga in years so just going based off memory.
This small city was destroyed by a earthquake a small group of survivors meet up on a hill to survive. Over the course of time, they send out scout teams to look for supplies and survivors. When some of them get the idea to leave the city, the bridges are destroyed.
If I remember correctly, it's a horror manga...
