Try dashboarding, it may be from a modder. Good way to tell is if you check your recent players gamer profiles for their membership status. If its GOLD, its a regular online player. If its SILVER, its more likely a JTAG/Modded console user. I was in a public match and spawned in my house with an industrial crate infront of my door preventing me from getting out. Dashboarding fixed it.
