I'm looking for a decent pc (desktop) 300-500

I want to be able to play most games on normal settings but I want to spend as least as possible WINDOWS 7, I could probably build the computer myself if it's that much cheaper but I don't know what parts are compatible and stuff I just don't want to waste money

What is your budget and currency? (Pound sign does not work normally, use GBP abbreviation)
Do you need a monitor?
Do you need a keyboard?
Do you need a mouse?
Do you need an operating system?
What will you use the PC for?

I need nothing but the pc no monitor or mouse, I want windows 7 but I think I can get it for free, and I will use the pc for gaming and general tasks, lots of multitasking

you can always pirate it if you know how. If not you could look it up. I've never paid for an operating system

no not really, look at all the down votes.
You can do better than that for the money.
I would build a better rig for you, but intermittent internet issues are currently stopping me...
However I would go with something along the lines of an 860K, compatible motherboard, R9 380, CM N200, Xfx 550W PSU 1TB HDD, I think Kingston RAM is cheaper atm so that and if there is some spare cash available then a BX100 SSD if it fits in the budget.

If you can handle a bit over, it includes an SSD.

Right on the dot.

3 options;

First rig has a cooler and XFire support, but no SSD. You can easily add another 285/380 to the rig at any point.

Second rig has stock cooler and no XFire support, but a nice 120GB SSD for OS and a few games/apps.

Third rig has a GTX 950 which isn't as powerful as the 285, but is still a great card. Also has stock cooler, but a nice 250GB SSD.

860k can be overclocked with a decent cooler, so the first rig with the 212 evo can be overclocked. If you go with either of the other 2, you'll want to add an aftermarket cooler when you can, even a budget cooler.
