Why? It's not like you're breaking a law by scratching your balls in public.
Does it really matter if you do or don't scratch your balls in public either way, you'll have to scratch them now or then, and well I'd rather scratch them right away, so the feeling of scratchiness goes away, I hate that feeling so much.

Everything isn't about breaking the law or not, it's just common sense, if I'm walking around the store where there's lots of people I don't like seeing a guy going around scratching his balls, or maybe that's just me?
Atleast do it where it's a little private.
Same goes with picking your nose, you don't go around picking your nose in public do you? I mean it's not against the law

Anyone loves itch now and again, no matter where your located ;)

It may be legal, but is it rude as hell

Tell me about it, I remember when I was in Drama in year 8, and we're (class) sat in a massive circle (about 25 of us) and my balls were killing, aww man, the itch was real!
