i have $1500 US dollars to spend on a rig. i just cant decide if i want to buy a pre built or build one. i hear its really hard to build one but it is worth it if you can. i just dont have any idea how to build one at all.

It's not hard to build. Please do not buy a pre-built because you'll be wasting your money and that's a lot of money to waste. $1500 will get you a killer rig, easily, if you build yourself. There are hundreds of tutorials on YouTube but you'll only need to use one as a rough guide, it's all pretty straight-forward and simple.

Do you need a monitor?
Do you need a mouse?
Do you need a keyboard?
I assume you're not interested in overclocking at all?
Do you need an OS or can you get that for free?

I dont have an OS. but i do have a keyboard mouse and monitor. and no oveclocking for now

I would definitely recommend building your own. Much better bang for your buck and it's kind of fun. I had no idea how to build one before I built mine but I followed this video and it was simple

I'd go with something like this;

Included a nice 1440p panel because you can add another 390 in to the rig at any point, and even one 390 is kinda overkill for 1080p anyway. $200 under budget so buy some pizza or whatever, or if you want, save it until you have enough to add a 2nd 390.
