Does anyone know if this us true??

It's true. Certain mods only work for certain regions of the game. Not sure if it applies for things like CFG, but as far as jailbroken mods go, game regions matter. The region code for US PSN store games are usually NPUB. Most MW2 mods work for the BLUS/BLES version of the game. NPUB isn't really supported.

can you convert NPUB to BLUS/BLES

can you convert NPUB to BLUS/BLES

Only some games can be converted to a different game region in terms of NPUB to BLUS/BLES. But if you're modding, you really just need to convert any BLUS/BLES Eboot to NPUB so you can mod via RTM tools. You'll need a program called Self Resigner to do that. You can look up a tutorial online but help is VERY limited. It's a whole lot easier to buy the Disc version as many mods only support that.

You still need an Eboot for SPRX menus so you'll have to either convert the Eboot you have for BLUS/BLES, or find an NPUB Eboot for that game though not many people post them. If you're modding through a modded rpf like with MW2, you should be fine.
