Are you able to transfer GTA accounts at 2 different times, or must it all be done at once?

And Let's say you have two Xbox live accounts, and 2 rockstar accounts both xbox accounts have a rockstar account each. Let's say one of them are a higher level and you want to transfer it to the account you mostly use due to it having your other game saves. Will you be able to go on both rockstar accounts and unlink the accounts linked to them, and link the higher level to your more used account, or will it fail due to already transferring once before?
