When an account is banned till 12/31/9999, it is a way for them to hold the account so it can't play on Xbox Live anymore (As of right now.) It is a possibility players who have been banned will eventually have their accounts unsuspended (Maybe not anytime soon) but they may find a way to have a "Probation" system where you can earn your way back on Xbox Live.

pretty sure they put 9999 cause thats the max that seems reasonable to put, but by 9999 i dont think xbox will have been a thing for a very long time
