Add an aftermarket cooler and OC if you wish. Add an SSD when you can. I'd suggest spending an extra $10 on a Cooler Master N200 instead of the Core 1100.

I would save a little more and get this so you have an SSD.

The 290 is way too good for the price to even consider the 280X. No unlocked CPU or Z97 board, though.

- Just drop the 4690k, the 4440 is good enough which will leave money to fit in a better gpu (970).

That's a good idea if he doesn't want to overclock as it'd be much better to start with an SSD, but I'd try to spend a little more for dual channel RAM and a board with 4 RAM slots tbh.
