You can't get Cydia without jailbreaking. The whole process of jailbreaking is to get Cydia ported onto your device and there is not a way to do it without the process of jailbreaking. However, jailbreaking is very easy and you/anyone can do it.

Non-Jailbroken Cydias are fake and give you no real tweaks
