Is it possible that TheTechGame could make there on Wagers program that you use Paypal or something to insert money and the winner posts proof of the match to get the winning funds. (Example: "UMG Wagers") That would be cool if there was a TTG Wagers page. TTG Would get like 5-25% of the funds that were bet or something

I don't understand the concept, can you please provide more detail?

Not a good idea in my opinion. If you want to have wagers with members, use other sites that provide them. (UMG) TTG is a gaming community, and I just don't see it being worth the time and effort to try adding something like wagers.
