my friend is on a 310 budget and I'd like somebody to give him the best build for gaming and rendering if it's not too much trouble, thanks!

Tight budget. APU rig is probably your best bet for performance right now tbh. Something like this will do;

If you can go over budget, upgrade the case to a Cooler Master N200. Add an SSD when you have the money. Add another 4GB RAM when you can. Then upgrade accordingly.

Actually, don'[t bother with the 1x4GB Corsair RAM. Get this instead;

Still be around the same price, just that the Kingston stuff is a bit better for the APU.
