Here's the story:
My sister got her phone stolen,
she got the phone blocked
she got the phone back
she couldn't get it unblocked as it was IMEI blocked
she bought a new one
she gave old one to me
I wiped it
It now wants a sim activation when started up

How do I bypass this or make it work?

Since she did get the phone back she should be able to contact the network and ask that they un-blacklist the IMEI number unless she got the new phone through an insurance plan with the network, in which case she would have to return the new one to get the old one removed from the blacklist. Other than that there is no way to remove a phones IMEI from a blacklist.

As far as activating goes just pop in a sim card for the network the phone is locked to, activate it, then remove it. The sim does not have to be active, just belonging to the network the phone is locked to.

Not every network Shares Blacklists, so you may be able to put a different carrier SIM Card in, have a look around and see if any networks work on it.

Do some of the more off brand networks that you can put in anyphone to work, Straightalk for example, it runs off tmobile towers and its unlimted and you can find it at dollar general walmart etc

To get past the SIM activation you are going to need a SIM

Get your sister's SIM card for a minute and pop it into your phone, then once it has been activated put the device into airplane mode and remove the SIM.
