have you done the obvious and got a ethernet cable plugged into the back of the jtag one end and into the back of the retail the other end yea?

You cannot do this as you will be disconnected from Xbox Live on your retail.

Connect JTAG to same network (NOT TO XBL)
Make sure games are on same TU.

Yes., you need to make sure the games on your RGH and retail are on the same Title Updates.
