If you can go slightly over;

Add 4GB RAM when you can, then add an SSD and then you could focus on a CPU upgrade. Maybe get a nicer case if you get a bit of spare money at some point, but that case is fine.

If you can't go over budget, let me know and I'll edit the build for you.
