I'd look more towards the games you are playing, some play nice and some don't. Games like DayZ are horribly optimised for example, whereas Crysis 3 will be brilliant with any resources you have. You can test it out by playing a variety of games and seeing if the issue occurs across the board.

The only other issue I can think of would be graphic driver issues, however that would only apply if the problem was severe, and in either case I would not suggest the upgrade to a GTX970 unless the money you have is earmarked to be spent on your PC.

Lolno. You definitely don't need to upgrade that 4770. In fact, your only logical upgrade from it is an enthusiast grade chip anyway, which won't improve gaming performance. GTX 770 is a fantastic card for 1080p gaming, I doubt you'll see a huge benefit from upgrading but you can if you wish. Make sure you don't have any crap installed that could be slowing your system down.
