I bought Fifa 15 as a digital download from the 360. I just bought an Xbox One, so can i upgrade Fifa to the Xbox One at little to no cost; or do I have to purchase the game at full price again?

You're going to have to purchase it full price unfortunately.
Only certain games let you get a free upgrade like COD and Destiny.

Only disk copies of games can be traded up. The only thing is that not all games can be traded up. So if you do not have a hard copy you will not be able to trade up.
