Any of the two would be fine. It just depends what kind of person your friend is. If it's strictly gaming go for a 4440 with a B85M motherboard, but if he wants to explore the possibilities and not be lame tell him to grab a G3258, an mATX Z97 and a big phat cooler to shove up his wazoo.

No, they're not. In games that only benefit from 2 cores, an overclocked G3258 can perform the same as an i7 with the same GPU.

OP-Is 180 the budget for CPU and cooler, motherboard and PSU? Are the other components bought already? If so, what are they? Specific case it is so we know rad space. The H55 would be a poor choice for cooler.

He currently has the case, ram, gpu, hdd etc

Gpu - AMD r9 280
Case - mATX case
HDD - WD 1TB
RAM - 8GB Corsair vengeance

Still needs: (this is where the 180 pouns comes into play)

PSU: Currently thinking EVGA 500W Bronzes
CPU
Motherboard

(And if possible alternative cooling, if it doesn't hinder the build)

I was thinking:

MoBo- Gigabyte Z97 something or other = 63 (don't have item specifics to hand)
CPU- Pentium G3258
PSu- EVGA 500w
Cooling- H55 watercooler
