So I toke everything out USB, harddrive all of it!! & every time I start it it gets a e74 error? but I can start XellReloaded?? The Chip is red always has been when started a green light by it pops up

The chip having a red light is just saying its powered on. The green pulse is the chip trying to glitch the console.

If you can't even run Xell, you might need a trusted seller, because I don't think you know enough to fix it.
Edit; I read that E74 could be a cold solder joint near the NAND. If you RGHed your console, check where your nand is. If you don't understand that, send it to a pro.

You can go a few ways about fixing it, a reflow done professionally is your best bet but you could always try [ Register or Signin to view external links. ] . It's a cheap quick fix but is in no way a permanent or even so much as of a healthy fix for the console. This error is common in the old motherboards. Some people constantly overheat their xboxes by using the towel trick and others use a heatgun to reflow it. Neither of which are good nor permanent fixes and only seem to cause more harm than good most of the time.

E74 is a hardware issue so you will most likely need to send it to a professional. don't send it to microsoft (obviously)
