Okay so, Microsoft has proved to be no help.

This all started with a game.

I'm going to spare the details about the game, but after the game crashed I haven't been able to use ANY program that is required to have admin permissions. And Task Manager does not work anymore. I tried doing a couple of the method I found on a quick search from Google but they didn't work because some of the method needs admin permission. So I thought I'd try defragmenting my hard drive, admin permissions

C:\Gravity\Ragnarok Online 2\RO2Client.exe
The service cannot accept control messages at this time.


Here is the error message I receive after a some time passes for programs. (The game I mentioned above.) So far, only Task Manager and that game give that error. OH! And if I try to open a admin permissions required program inside the Windows Explorer, the window freezes and I'm unable to close it until I log off my account.

never had that problem with Windows 8.1 but iv'e had many, its honestly better to go back to windows 7. sorry I couldn't help you

I never updated to windows 8.1 cus windows 8 already sucks lol

You will have to reset your windows either manually threw CMD or in the computer setting under general. My windows 8.1 works great since i have had t.

Couldn't do anything with Admin Rights programs. But I got to work again through the recovery settings, NIC(IPV4).
