As a part of the land of the "free" states are making it illegal to collect water. some offer you a "water" right but thats just another way of saying you dont own the right to live.
after air, water is the next major thing we beings have to live off of or well we die.
if they could control air every breath we take would be illegal.
this shows how in the land of the free. nothing is free only permitted

Your stretching the truth no one cares you collect rain water in a barrel or two they are talking about collecting rainwater into massive ponds and diverting streams that feed into rivers to support entire states water supplies it's a common sense law and very practical. The states in question have water problems in the first place. Do some research on topics before jumping to conclusions. The laws are to protect water supplies that feed entire communities. The one mountain hill billy that owns 200 acres of land and diverts millions to have there own private lakes are the people they made the law for. The law is working for the majority wake up. And i am not even for the government but this law is necessary.

I already knew it was illegal to collect rainwater, if it makes you feel better just about everything is illegal.
Also imagine going to court for collecting rainwater. I think the judge would start bursting out laughing at the office who arrested said person for doing it.
