Making a budget build and was just wondering could I overclock an i3-4160.

I'll be upgrading this build in the future to something like an i5/i7 but for now I am asking can I OC the i3.

Short answer: No

Intel CPUs with a K at the end [4670k/4690k/4770k...] can be overclocked

Technically no, but you should be able to increase the BCLK which by right is overclocking, but it isn't worth doing by any means.
