When im playing casually I Do like the controllers vibration

But because i broke the standard xbox one headset i use my PX5's now

And the next gen console still has the same fault with TB's as the 360

When my controllers Rumble pads are active they make my TB's Echo on the mic

I Cannot hear the echo but everyone in the party can and it was the exact same problem as on the 360

I know you can change it on games like COD but is there a overall general setting I can toggle because i cant talk to my friends in party chat because the echo is very annoyying for them

There isn't a setting to turn it off completely. You can only turn it off through game settings.

you could just take the rumble motors out completely then you will have the added bonus of a lighter controller I did it with all my 360 controls as its better to have no rumble for shooting games
