For the best performance, you'll want to build your own. It's better to spend as much money as you can spare for the PC so you can get the best possible components. We'll need to know what you need and where you're from. I don't want to suggest a French website if you're German.

Fill this out;

Monitor(Y/N)-
Mouse(Y/N)-
Keyboard(Y/N)-
OS(Y/N)-

You can get an OS for free which gives you more money for better components. Also, it's better to use a monitor/TV you have lying around instead of buying a new monitor, that way you'll have more money for components.

Well, I don't know any Dutch website for components, sorry and even if I did, I don't speak Dutch to understand them properly. The best I can do is the German PCPP but you should be able to get them alright for a similar price. The monitor and OS take quite a chunk out of your budget, but you can still manage a pretty decent starter build.

So, it's pocket change over your top end budget but surely you could manage it. It's pretty much the absolute minimum I'd recommend. Anything less wouldn't really be worth it. Best budget CPU you can get, good PSU, decent case, 1TB HDD will be fine for mass storage. A nice Z97 motherboard for overclocking, which is recommended for that CPU, but not required(obviously). Anything less than 4GB RAM or the 260x would not be worth it. A nice 1920x1080 monitor. If you get Win7 for free instead of paying, you could get either an R9 270, or an R7 265 and 8GB RAM instead which would definitely be beneficial. If not, get what I suggested and add 4GB RAM when you have some more money. After that, save up for a better GPU and add an SSD when you can.
