Can someone please create a new Game Center account for me so I could start over in clash of clans you don't have to put a payment method just a clean save type of deal or is there a way to bypass the one account per device rule just pm me the info thanks for the help !

Making a new game center won't do anything for you. The only way to start over in Clash of Clans is to restore your iDevice, make a new game center, download Clash of Clans, then restore your phone from a backup. The other method requires you to have two iDevices. You can search it up on YouTube if you want, it doesn't require a restore.
