Anyone know if the CMD (shutdown -i) still shuts people computers down with there ip, iv tried it but its not worked or am i doing something wrong?

If you can help me with this please comment...

No. if it was that easy you could knock off whole companies at a time, just a myth (I think)

It will not work unless you enable the remote registry on the computer you want to control. Even then you'd need to do it properly.
