This pretty much has 3 levels of how good it is, based on how much you did. (For all three though, the hat is quite obviously put on and doesn't match at all.)
1) You made all of it, congratulations. This is actually really good (aside from the hat, and some pixelation around the gauged ear). I'd recommend not making it so symmetrical, and that's about all I got to say.
2) You took some features (eyes, etc.) and combined it with some others to make a complete face with a little bit of pen-tooling/drawing done yourself. With this, I'd say you're on a good track and just keep trying to do more of the face yourself and take comments from above.
3) You took an avatar from a site and added a couple of non-facial features (shirt, gauge, hat, etc.). You could definitely use some work on using images of the same style, like to me the hat was immediately noticeable and really stuck out because it was a real image placed on an illustration. From here I'd work on maybe tracing the hat yourself to make it less "real" and fit with the style more.

To me it looks like you just took a premade cartoon character and added the hat and earring to it...

The avatar is fine and all, except for the hat. It kind of just looks like it is just sitting there with nothing blending well or anything. It looks as if you got a render of the hat (not a very clean one at that) and just sort of sat it up there on his head.
