i have an hp and the wifi button is stuck on red and i cant get it back on i tried to restore it i searched Google for hours and still cant find an answer

Sometimes you do not have the driver installed or it may have been uninstalled. You need to go to your device manager then go to network devices and find out what receiver your laptop has and then download the driver. Or if you have your HP driver disk that came with the laptop that would work as well.
